Pageland man charged with murder more than two years after fatal shooting of 13-year-old

More than two years after the fatal shooting of 13-year-old Jacob Duncan, the Chesterfield County Sheriff’s Office has filed murder charges against a Pageland man and arrested a second person accused of helping conceal the crime.
The announcement came Wednesday (July 1) after what Sheriff Cambo Streater described as an extensive investigation lasting two years and five months.
Investigators have charged Caleb Garcia, 23, of Pageland, with murder, possession of a weapon during the commission of a violent crime, breach of peace of a high and aggravated nature, and seven counts of first-degree assault and battery in connection with the Jan. 26, 2024, shooting that claimed Duncan’s life.
According to the Sheriff’s Office, Garcia is currently incarcerated in North Carolina, where he is serving a sentence related to attempted murder charges stemming from a separate shooting in Union County that occurred seven days after Duncan’s death.
Authorities said arrangements will be made for Garcia to be returned to Chesterfield County to answer the South Carolina charges.
Streater said investigators arrested Amber B. Moree, 21, of Pageland, on June 30. She has been charged with accessory after the fact of murder, misprision and obstruction of justice for her alleged actions during the investigation.
Moree was taken into custody without incident.
Deputies originally responded to 1154 Bennett Road in the Pageland area on Jan. 26, 2024, after receiving reports of a drive-by shooting. Upon arrival, deputies were directed to a storage building beside the residence, where they found Duncan suffering from a gunshot wound. The 13-year-old later died from his injuries.
The investigation was immediately turned over to investigators with the Chesterfield County Sheriff’s Office and the South Carolina Law Enforcement Division.
“For 2 years and 5 months, Jacob’s family has waited for answers while our investigators worked tirelessly to uncover the truth,” said Streater. “This case has weighed heavily on our community and, most importantly, on Jacob’s loved ones. While today’s announcement will never bring Jacob back, we hope it provides his family with some measure of comfort knowing that those believed to be responsible are being held accountable.”
Streater praised the persistence of investigators and the agencies involved in the case.
“I am extremely proud of the dedication and persistence shown by our investigators and our law enforcement partners throughout this investigation,” he said. “This case serves as a reminder that time does not diminish our commitment to seeking justice. No matter how long an investigation takes, we will continue pursuing the truth and holding those responsible accountable.”
The Chesterfield Sheriff’s Office thanked the Union County Sheriff’s Office in North Carolina for its assistance, saying the cooperation between the two agencies played a significant role in advancing the investigation.
Streater said the investigation remains active and ongoing and said additional charges are anticipated as investigators continue to follow evidence developed throughout the course of the investigation.
